Chengdu Eastern New Area topped a list of the 100 urban new areas with the most development potential(2022)released by the Research Institute of the China Center for Information Industry Development(CCID)late last year.

The institute constructed a development potential index evaluation system from the five dimensions of new industry,new technology,new business form,new space and new model,and evaluated and screened new urban areas at and below the provincial level.The Chengdu Eastern New Area was the most competitive in creating job and providing new development space,according to the institute.

The reason why Chengdu Eastern New Area could stand out among the new urban areas in China is that it is located in the core city of the national strategy to construct the Chengdu-Chongqing twin city economic circle,and the new area helps Chengdu accelerate its integration into the regional development pattern,the institute said.

The Eastern New Area of Chengdu,as an important pivot to the twin city economic circle,functions as a key part of Chengdu where enterprises,capital and talents,particularly in the high-end manufacturing and emerging industries,can relocate.

Thanks to the support of Chengdu and Sichuan province,the Eastern New Area of Chengdu kept a good momentum of high-quality development last year.By the third quarter of 2022,357 key projects have been implemented in the new area,with a total investment of 576.05 billion yuan($83.66 billion).

Researchers of the institute suggested that the new area can form complete industry chains,further enhance its competitiveness in technology,funds and talents and strengthen cooperation with key institutes in Chengdu so that more research findings can be industrialized first in the new area.

赛迪研究院“城市新区发展潜力百强（2022）”榜单揭晓！

12月22日，赛迪研究院“城市新区发展潜力百强（2022）”榜单出炉。成都东部新区位居榜首，蝉联全国第一。

这个榜单是如何出炉的？成都东部新区凭什么能蝉联全国第一？记者第一时间采访了赛迪顾问城市经济研究中心副主任张潇潇。

五个纬度 重在潜力

赛迪研究院在榜单解读中明确表示，赛迪顾问城市经济研究中心依托城市新区数据库，结合五大发展理念及高质量发展的总体要求，从新产业、新技术、新业态、新空间、新模式五个维度构建了“五新”发展潜力指标评价体系，对省级及以下新区进行了评估筛选，推出“城市新区发展潜力百强（2022）”。

“此项评价重在突出新区发展潜力，聚焦新区未来。”张潇潇表示，成都东部新区能在全国城市新区中脱颖而出，力压东部地区城市新区问鼎榜单，与其“位于成渝地区双城经济圈建设国家战略的核心城市，正在发挥‘联动主城、辐射周边’的作用，助力所在城市加快融入区域发展格局”密不可分。

成都东部新区是成渝地区双城经济圈和成都都市圈建设的重要支点，战略地位突出，具有承接核心城市功能和发展要素外溢、联动周边区域支撑成渝中部崛起的区位优势。2022年，成都东部新区获四川省、成都市的支持力度不减，获大项目、大企业的关注不减，保持了稳定的高质量发展的态势。

张潇潇提到，从“五新”发展潜力指标评价体系来看，成都东部新区在新产业、新空间两个维度上的表现较为突出。

产业方面，当前成都市正大力实施产业“建圈强链”，推动“制造强市建设”，加快建设国家制造业高质量发展示范区，成都东部新区已成为成都先进制造业重要承载地和战略拓展区，拥有广阔的产业承载空间。同时，随着天府国际机场潜力的释放，成都东部新区将更好地以临空经济为特征、以先进制造业为根基，聚力发展临空核心产业、创新发展先进制造业、融合发展临空延伸产业，构建具有鲜明特色、梯次发展、协同布局的高质量现代化产业体系。

空间方面，城市新区是城市拓展发展空间、提升发展能级的重要阵地，是决定城市未来竞争地位的关键支撑。张潇潇认为，作为成都融入国家战略、重塑经济地理的新阵地，成都东部新区在打通城市区域脉络、激发城市发展活力、助力城市迭代升级中的作用愈发凸显。

蝉联榜首 新城崛起

成都东部新区成立以来，在市委市政府的坚强领导下，积极抢抓成渝地区双城经济圈建设、公园城市示范区建设、成都都市圈建设、天府国际机场投运等重大战略历史机遇，着力在产业发展、开放合作、生态文明、城乡融合、公共服务等领域先行先试、率先突破，城市形态逐步显现，城市功能逐步完善，承载能力显著增强，产业发展转段发力，各项工作取得了初步成效。

截至2022年第三季度，成都东部新区地区生产总值增幅居全市第5位；累计实施重点项目357个，总投资5760.5亿元；工业投资增速跃升至全市第一；累计引进重大产业化项目重大产业项目95个，总投资约2850亿元；累计新登记市场主体7500户，年均增速44%，居全市前列；农村居民可支配收入较新区成立时增长10.4%，年均增速居全市第2位，发展动力实现由基础设施投资拉动向产业支撑带动转变，城市面貌实现由拓荒起步向新城崛起转变。

“与2021年榜单相比，前三名中，仅有成都东部新区的排名未变，蝉联榜首，确实比较难得。”结合数据，张潇潇也对成都东部新区提出建议，“在保持高质量发展潜力的过程中，成都东部新区产业应尽快形成‘链条式’的发展态势，不断完善技术、资金、人才等要素，把科技创新作为新区产业发展理念的支点，加强与成都重点研究院所的合作，打造科技成果转移转化承载区，为城市高质量发展持续注入澎湃动能！”（杜灿）
